HILLIARD  SOFTBALL LEAGUES
2010 SUMMER AND FALL LEAGUE RULES
1 Unless otherwise noted, all games will be played according to the rules of A.S.A.
2 CLASS "A" AND "OPEN"  PLAYERS ARE NOT ALLOWED IN ANY LEAGUE.  Classification of players to be determined
by the League Commissioners after investigation of the subject player.
Players under the age of 16 will not be allowed to participate.
3 STARTING TIMES FOR ALL LEAGUES - 6:30 P.M. - 7:30 P.M.  - 8:30 P.M. - 9:30 P.M
4 If EITHER or BOTH teams have seven (7), eight (8), or nine(9), players present, the game may start. If the game starts with
seven (7), players, an out will be taken for the eighth (8) and ninth (9) player. If a game starts with eight (8) players, an out
will be taken for the ninth (9) players.  No outs will be taken for teams with nine (9) players.  One player can be "picked-up"
from the same field TO AVOID A FORFEIT, if that player is approved by the OPPOSING MANAGER before the game starts.
Penalty - FORFEIT.  PLEASE.  If a player is "picked up" from another field, use some discretion as to the players ability,
to fill the teams needs.  The team that has the fewest players will be the visiting team.
5 In order to play the complete 7 innings, EACH TEAMS NEEDS TO HUSTLE ON AND OFF THE FIELD.  If the teams walk
instead of run or at least trot, the wasted time could result in losing a full inning.  "Throw around" will not be permitted after
an out.  Throw the ball back to the pitcher. Because a winner must be determined for each game, if at the end of 7 innings 
the game is tied, the game will go into extra innings, and will use ONE PITCH rule. Playoff games will be exempt from the
one pitch rule.  No inning shall start after 10:30 without special permission of Parks and Recreation.
6 Each team may bat as many players as they want.  Players may NOT be dropped or skipped unless they are injured, or
must leave for other reasons.  Anyone can play defense and not be in the batting order.  ALL TEAMS MUST KEEP A
SCOREBOOK  to resolve any questions of lineup changes and scoring.  PENALTY - POSSIBLE FORFEIT.
If a manager knows that his team will be short of players, he must pick up players from other teams BEFORE GAME TIME.
7 Home team for ALL rounds will be the first team listed.  Home team will use the bench on the third base side. and visitors
use the first base side, to line up with the scoreboard.  The HOME TEAM manager is responsible to select the proper bench
for each game.  If the VISITING TEAM arrives first and chooses, the home team bench, the HOME TEAM manager must 
inform the VISITING TEAM that they are on the wrong bench.  If the change is not made, the team using the HOME TEAM
bench will be the HOME TEAM for that game, but will maintain the HOME TEAM for the second time these teams meet. 
8 All league play shall be ONE round.  Playoffs will consist of first place team playing fourth place team.  The second place. 
team will play the third place team.  Winners of the first place teams will play for the championship. In case of a tie for a
place, teams will be eliminated at each step.  1 - Head to head. - 2  - Run differential against the remaining tied teams.
3 - Total runs of against remaining tied teams. - 4 - Total runs for the season against remaining tied teams, and then flip.
9 All games will be played as scheduled, HOWEVER, THE SCHEDULE MAY BE REVISED, if weather conditions have
caused the league to fall behind.  Rain out games will be played on regular playing nights using the Municipal Park fields.
It may be necessary to play games on any given night, at all eight fields.  At least one week notice will be given to teams. 
Managers will be notified about make-up times.  Late in the season, make-up games may be moved to nights that have
completed their season.  This is necessary in order to complete the season on time.  Saturday and Sunday will be used
as a last resort.
10 When a player steps into the batter's box, he will have a  count of one ball and one strike.  NO FREE FOUL BALLS
A pitcher may pitch from the pitching rubber to anywhere parallel to, to anywhere behind the rubber.  He could pitch from
second base if he could get it to the home plate.
11 Conditions of the playing field will be made before 4:30 P.M. on game day.  MANAGERS ONLY should call the Hilliard
Community Center to a receive a recorded message.  ( 4 7 0 - 5 4 1 3 )
12 HOME RUN RULE.  After BOTH teams have hit a home run, either team may hit an additional home run.  However, no team
may hit one more home run than the other team.  Any additional home runs above the "one up" will be declared an out  Balls
Inside the park home runs will not count.  On fields that have no fences, there will be no limit to the amount of home runs
hit.  When hitting a home run, the player is not required to run the bases, except on fields with no fences.
13 If a team is ahead by 15 or more runs at the end of the 4th inning, 12 runs or more at the end of the 5th inning, or 10 runs or
more at the end of the 6th inning, the game shall be called. This run rule WILL APPLY to any playoff games
14 In order to avoid injury, the only players allowed outside the players bench will be the next batter and the first and third
base coach.  Please don't make the umpires enforce this rule.. 
15 A player may be ejected at ant time during the day of the scheduled game, i.e. before, during, or after the game. If a player
or manager is ejected by a umpire, for the first offense, the umpire will determine the severity of the offense and suspend
the player for a period appropriate to the offense.  For the second offense, the League Commissioners shall determine the
length of the suspension.
16 A player must have played in two (2) regular season to be eligible for the playoff games.  If a team has lost players during
the season and are unable to field a team of players who have played 2 games they MUST be approved by the league.  IT IS
ALWAYS the RESPONSIBILITY OF THE MANAGER TO KNOW ELIGIBILITY SITUATION OF EACH PLAYERS.  If a
teams player is questioned about their eligibility, the opposition manager must challenge that player by the end of the
THIRD INNING of the game being played.
17 COURTESY RUNNERS APPROVAL MUST BE MADE BY EACH MANAGER BEFORE THE GAME BEGINS. IF APPROVAL
IS NOT OBTAINED, COURTESY RUNNERS WILL NOT BE ALLOWED LATER, EXCEPT IN CASE OF INJURY.
THE MANAGER WILL HAVE THE OPTION OF PICKING A RUNNER, OR THE LAST PLAYER TO MAKE AN OUT.
THE COURTESY RUNNER MAY NOT BE CLOSER THAN 4 POSITIONS IN THE BATTING ORDER.  i.e PLAYER # 2 IS 
INJURED, THE PLAYER IN THE #5 POSITION CAN BECOME THE COURTESY RUNNER.
IF AN INJURY OCCURS DURING THE GAME, THE COURTESY RUNNER WILL BE THE LAST OUT.
18 Only bats with a CPR rating of 1.20 or less will be allowed.  Any player using an illegal bat will be immediately suspended
and may be suspended from further play in Hilliard Softball League.  An out will be given for that time at bat.  Also, some
bats are determined to be unsafe by the A.S.A.  A list of all non-approved bats can be found on the internet at
asasoftball.com.       Pictures of each bat may be obtained at the same web site.
19 A game may be stopped at any time after 55 minutes of playing time if it is determined that further play will not change the
outcome.  The game may be stopped even in the middle of the inning and need not complete 4 1/2 innings.  If in the opinion
of an official, a team is deliberately allowing the opposing team to score in order to bat "ONE MORE TIME" the game can
be called.  'The umpire can also FORFEIT THE GAME.
20 If any player uses any unsavory language, the umpire will warn both teams that the next incident will be an ejection of the
offending player. (*EITHER TEAM)  If any player used the "F" word at any time, the umpire may eject that player immediately
WITHOUT WARNING.
21 ANY MANAGER,  PLAYER OR OTHER PERSON CONNECTED WITH A TEAM, CAUSING DIRECTLY OR INDIRECTLY
ANY ATTACK UPON THE PERSON OF  UMPIRES OR ANY OTHER OFFICIAL OR USING ABUSIVE LANGUAGE AT ANY
TIME, MAY SUBJECT HIMSELF TO INDEFINITE SUSPENSION FROM ALL ACTIVITIES CONDUCTED BY THE HILLIARD
SOFTBALL LEAGUES.
22 ANY SUBJECT NOT COVERED BY THE ABOVE RULES SHALL BE ACTED UPON BY THE COMMISSIONERS WHEN
NECESSARY.

THIS IS A ONE PITCH LEAGUE.  A pitcher may pitch from the pitching rubber to anywhere parallel to, to anywhere behind
the rubber.
19 A game may be stopped at any time after 40 minutes of playing time if it is determined that further play will not change the
outcome.
